| 内容記述 | 本稿の課題は，山口県の集落連携型地域組織を現地調査に基づき分析を行い，その実態と取組の成果と課題を明らかにすることである。調査対象とした各地区では，山口県のガイドラインに従って，地域の将来像を住民自身が考えた長期計画（夢プラン）に従い，その実現に向けて集落連携型地域組織（手づくり自治区）が諸活動を2006年から実践している。その活動内容は，都市地域あるいは地域住民間の交流イベントやお祭，高齢者福祉，地域資源の「掘り起こし」など多岐にわたっている。現地調査とその分析結果から，手づくり自治区をいくつかの類型に分けて分析を行った。その結果，類型によって組織の運営や意思決定に違いが認められた。集落連携型地域組織の設立過程においては，正当な地域組織として住民の「承認と信任」を獲得することが，その後の組織運営の面などで重要な意味を持つことを明らかにした。また，手作り自治区と既存集落は，現状では両者の役割分担が明確化されているが，人口減少や高齢化のさらなる進展によって，手作り自治区には集落の機能もあわせて果たすことを期待される可能性があることも指摘される。今後の課題として，集落連携型地域組織が既存の主体で対応できない地域問題に対処しうるソーシャルイノベーションの担い手となること，地方自治体や農協等が集落連携型地域組織の発展段階に応じて適切な支援を実施することがある。 | |||||||||||

| 内容記述 | This article reports an analysis of new resident organizations in Yamaguchi Prefecture established through the cooperation of conventional rural communities. The impacts and future tasks of those organizations are reported mainly based on a field investigation. Since 2006, Yamaguchi local governments have supported residents in rural remote areas who voluntarily make a Yume-Plan (Long-term plan for the resident organization’s action) and a Tezukuri-Jichi-Ku (New rural organization founded by plural rural communities and governed by residents) based on their voluntaries. Three research sites in all have already set up a Yume-Plan and Tezukuri-Jichi-Ku program following the prefecture’s guidelines. Each Tezukuri-Jichi-Ku carries out various activities, such as event programs for interaction with urban people and festivals for the recreation of residents every year. Some of the organizations provide health care or daily-life services for elderly residents. The organizations are also trying to utilize “dormant local resources” for activating the area. Tezukuri-Jichi-Ku were divided into different types for the analysis. We found that there are some differences among the types in the management and decision-making process of the organizations. It is crucial to obtain the approval of all residents in the process of setting up a new rural organization to ensure its efficient management. As Tezukuri-Jichi-Ku and conventional rural community has been clearly identified, their interrelationship also has been clarified. However, it is assumed that small and aging communities will increase, so Tezukuri-Jichi-Ku is expected to play a growing role in those communities. But it is difficult for Tezukuri-Jichi-Ku to directly take over all of the positions of a community. One way to address this problem is for Tezukuri-Jichi-Ku to develop Social Innovations to tackle various tasks as a new rural entrepreneur. To foster such entrepreneurs, it is important how appropriate supports are provided by the local government, agricultural cooperatives and other organizations. |
