| 内容記述 | ニュージーランドにおいて，農業分野は最大の温室効果ガス排出源であり，同国の温室効果ガス総排出量の約半分を占める。ニュージーランドでは，農業分野由来の温室効果ガス排出量削減のために，2015年から農業分野においてもキャップ・アンド・トレード型の排出量取引制度を導入予定である。EUなどでの既存の排出量取引制度において，農業分野の温室効果ガスを対象とした例は見られず，ニュージーランドの取組は他国にない先進的なものといえる。本稿では，ニュージーランドでの温室効果ガスの排出量取引制度において，農業分野由来の温室効果ガス排出がどのように取り扱われているのかを文献サーベイおよびニュージーランド政府機関へのヒアリングにより明らかにした。現段階でのニュージーランドの取組は，排出枠の無償配分など，円滑な制度導入や農業部門の負担軽減を目的とした取組も同時に実施することにより，期待される温室効果ガス排出量の削減効果は限定的となっていると考えられる点などが明らかになった。 | |||||||||||

| 内容記述 | The agriculture sector is the largest source of greenhouse gas (GHG) emissions in New Zealand and accounts for about 50% of New Zealand’s total GHG emissions. In order to reduce the GHG emissions from the agriculture sector, the New Zealand government decided to include the sector into its emissions trading scheme from 2015. New Zealand is the only country to have a country-level emissions trading scheme that includes the agriculture sector. This paper aims to summarize the emissions trading scheme in New Zealand’s agriculture sector. The current scheme has mechanisms designed to obtain smooth introduction into the agriculture sector, and thus it seems that it will have limited GHG reduction effects. | |||||||||||
